What is the PES Schedule?
GSA's Professional Engineering Services (PES) is a new multiple award
schedule, just like GSA's Schedule 70 for Information Technology services.
PES is designed to bring high-quality professional engineering services
in varying degrees, from small-scale to broad-based task orders to complete
outsourcing services, to the Federal Government throughout the world.
Through Task Orders under PES, Government agencies
may procure from GeoLogics a wide range of professional engineering
services in four primary disciplines:
Civil Engineering - Includes but not limited to
planning, evaluation, operation, production, furnishing, construction,
alteration, repair, processing or assembling of vessels, aircraft, or
other kinds of personal property,including heating, ventilation, and
air-conditioning for such vessels and/or aircraft.
Chemical Engineering - Planning, development, evaluation
and operation of chemical, biochemical or physical plants and processes.
Changes in composition, energy content, state of aggregation of materials,
forces that act on matter, and relationships are examined and new and
conventional chemical materials, products and processes are produced
and/or manufactured. It includes, but is not limited to, planning, evaluating
or operation of chemical plants and petroleum refineries, pollution
control systems, biochemical processes, plastics, pharmaceuticals, fibers;
analysis of chemical reactions that take place in mixtures; determination
of methodologies for the systematic design, control and analysis of
processes, evaluating economics, safety, etc.
Electrical Engineering - Planning, design, development,
evaluation and operation of electrical principles, models and processes.
It includes, but is not limited to, the design, fabrication, measurement
and operation of electrical devices, equipment and systems (e.g., signal
processing; telecommunication; sensors, microwave, and image processing;
microfabrication; energy systems and control; micro- and nano-electronics;
plasma processing; laser and photonics; satellites, missiles and guidance
systems, space vehicles, fiber optics, robotics, etc.).
Mechanical Engineering - Planning, development,
evaluation and control of systems and components involving the production
and transfer of energy and withthe conversion of one form of energy
to another. It includes, but is not limited to, planning and evaluation
of power plants, analysis of the economical combustion of fuels, conversion
of heat energy into mechanical energy, use of mechanical energy to perform
useful work, analysis of structures and motion in mechanical systems,
and conversion of raw materials into a final product, etc. (e.g., thermodynamics,
mechanics, fluid mechanics, jets, rocket engines, internal combustion
engines, steam and gas turbines, continuum mechanics, dynamic systems,
dynamics fluid mechanics, heat transfer, manufacturing, materials, solid
mechanics, reactors, etc.).
Each of the primary disciplines is composed of hundreds
of sub-disciplines or specialties associated with each engineering discipline.
Services specified in a task order may be performed at the contractor’s facilities
or the ordering agencies’ facilities. Task orders may be issued from complete
outsourcing or privatization of a single task or any portion of an agency’s
operations within the scope of the contract.
Who can use it?
This GSA Schedule is open to all US Federal agencies throughout the
world. Additionally, the E-Government Act of 2002, Section 211, authorizes
GSA to enable states and local governments to utilize this GSA Schedule.
How does it work?
The contractual relationship is between the Government customer and
GeoLogics. GSA's involvement is limited to the receipt of an industrial
funding fee on a quarterly basis.

ASSOCIATE ENGINEER / ASSOCIATE ANALYST
Minimum/General Experience:
Zero
to four years experience in the design and development of subsystems
for complex aerospace and military systems, installation plans, and
supplementary documentation. Under supervision, assists in defining
and executing engineering activities within a project. These activities
may consist of planning, performance management, capacity planning,
testing and validation, benchmarking, engineering, and development and
staffing of an engineering management plan. Shall be familiar with equipment
operating and performance specifications, schematic diagrams, drawings,
and manuals.
Functional Responsibility:
Shall
be capable of performing engineering planning, performance management,
capacity planning, testing and validation, benchmarking. Shall be capable
of supporting project Engineers, as required. Shall be capable of analyzing
and developing technical documentation detailing system integration
and system performance. May perform other duties as assigned. Under
guidance of engineers shall be capable of analyzing equipment operating
and performance specifications, schematic diagrams, drawings and manuals,
developing and executing test plans and procedures, and of analyzing
test results and recommending corrective actions. Under guidance of
engineers shall be able to assess redundant equipment failures and develop
repair procedures. Responsibilities include supporting engineers in
new product development using microprocessors and signal processors,
and troubleshooting and repair of electronics equipment.

problems. Shall work with the customers to plan and conduct tests for
problem resolution, to include setting up prototype equipment, and using
experimental materials to test theories. Must be capable of independently
performing high-level assessment and review functions for problems called
out in the individual delivery orders and shall be required to provide
definitive written and oral results/recommendations for tests that have

domains. Coordinates with contractor management and customer personnel
at all levels to ensure that the problem is properly understood and
defined, and that the solution will satisfy the client's requirements.
Prepares papers and documentation in support of customer requirements.
This individual could qualify as an "Expert Witness" in litigation proceedings.
Minimum Education:
Masters
Degree in relevant specialized functional or technical area from an
accredited institution or an equivalent combination of education and
experience.
MATERIAL SPECIALIST
Minimum/General Experience:
Responsible
for planning, inventory control, storage, shipping and receiving functions
for work accomplished under this contract. Must have a minimum of two
(2) years relevant experience in development and maintenance of computerized
inventory control systems to track status of inventory levels, production
requirements, physical locations. Must be skilled at performing efficient
movement of materials, reviewing production schedules and preparing
requirement s plans, as well as experience in maintaining status and
records of shipments, warehoused equipment, spare parts, and production
material.
Functional Responsibility:
Must
be computer literate and capable of using spreadsheets, databases, and
word processors. Thorough analysis of delivery schedules, installation
schedules, and forecasts for anticipated materials and shipping requirements.
Coordinates with supervisors and with client's material management branch
to ensure availability and timely delivery of materials and equipment
to meet installation schedules.

INTEGRATED LOGISTICS SUPPORT SPECIALIST

Three
year's relevant experience in military system logistics. Must include

Functional Responsibility:
Experience may
be in any of the design/logistic support areas applicable to complex
military electronic equipment or systems, and must provide exposure

*Criteria for Government Site Rates:
GeoLogics has provided discounted rates for tasks performed at government sites.
Such work must be performed on a sufficiently continuous basis such that the customer
will provide office space, supplies, reproduction, telephone service, laboratory
and/or ADPE facilities, as required, for the performance of the contract.
A sufficiently continuous basis is further clarified as offsite at a customer location for
a period of three consecutive months for each assigned employee with no onsite
(GeoLogics) facility costs or when the designated employee's assigned work
space is at the government site.

SPECIAL NOTICE TO AGENCIES - SMALL BUSINESS PARTICIPATION
SBA strongly supports the participation of small business
concerns in the Federal Supply Schedules Program. To enhance Small Business
Participation SBA policy allows agencies to include in their procurement base and
goals, the dollar value of orders expected to be placed against the Federal Supply
Schedules, and to report accomplishments against these goals.
For orders exceeding the micropurchase threshold,
FAR 8.404 requires agencies to consider the catalogs/pricelists of at least three
schedule contractors or consider reasonably available information by using the
GSA Advantage! on-line shopping service (www.fss.gsa.gov). The catalogs /
pricelists, GSA Advantage! and the Federal Supply Service Home Page
(www.gsa.gov) contain information on a broad array of products and services
offered by small business concerns.
This information should be used as a tool to assist
ordering activities in meeting or exceeding established small business goals.
It should also be used as a tool to assist in including small, small disadvantaged,
and women-owned small businesses among those considered when selecting
pricelists for a best value determination.
For orders exceeding the micropurchase threshold,
customers are to give preference to small business concerns when two or more
items at the same delivered price will satisfy their requirement.

2. MAXIMUM ORDER
The total dollar value of any order placed under this
contract will be $750,000,000 except for requirements exceeding the maximum order
according to clause I-FSS-125 (August 1995).
(All dollar amounts are exclusive of any discount for prompt payment.)
3. MINIMUM ORDER
The minimum dollar value of orders to be issued by special item number is $100.00.
4. GEOGRAPHIC COVERAGE
The geographic scope of this contract is worldwide.
5. DISCOUNTS FROM LIST PRICES
There may be instances when ordering offices will
find it advantageous to request a price reduction when the order value is over the
maximum threshold. For example, when the ordering office finds a schedule supply
or service elsewhere at a lower price or when a BPA is being established to fill
recurring requirements, requesting a price reduction could be advantageous.
The potential volume of orders under these agreements, regardless of the size of
the individual order, may offer the ordering office the opportunity to secure greater
discounts. Schedule Contractors are not required to pass on to all schedule users
a price reduction extended only to an individual agency for a specific order.
6. OTHER DISCOUNTS
Prompt Payment Discount: Payment Terms are frac12% - 15 Days; Net - 30 Days.
Government Site Discount: As listed in the pricing tables, GeoLogics offers a 34.1% discount for work performed at the Government‘s worksite.
The Quantity Volume Discount: A 1% discount is offered for task orders over ten million dollars in each contract year.
Government Commercial Credit Card: GeoLogics offers a frac12 % discount for using the credit card when a single invoice exceeds $100,000.
7. PROMPT PAYMENT TERMS
The Contractor, upon completion of the work ordered,
shall submit invoices for PES Services. Progress payments may be authorized
by the ordering office on individual orders if appropriate. Progress payments
shall be based upon completion of defined milestones or interim products.
Invoices shall be submitted monthly for recurring services performed during the
preceding month. For firm-fixed price orders the Government shall pay the Contractor,
upon submission of proper invoices or vouchers, the prices stipulated in this contract
for service rendered and accepted.
Progress payments shall be made only when authorized
by the order. For time-and-materials orders, the Payments under Time-and-Materials
and Labor-Hour Contracts (Alternate I (APR 1984)) at FAR 52.232-7 applies to
time-and-materials orders placed under this contract. For labor-hour orders, the
Payment under Time-and-Materials and Labor-Hour Contracts (FEB 1997)
(Alternate II (JAN 1986)) at FAR 52.232-7 applies to labor-hour orders placed under
this contract.
8a. NOTIFICATION THAT GOVERNMENT PURCHASE CARDS ARE ACCEPTED BELOW THE MICROPURCHASE THRESHOLD.

9. TERMS AND CONDITIONS OF GOVERNMENT PURCHASE CARD ACCEPTANCE
Agencies can make payments for orders equal to or less
than the micro purchase threshold of $2,500.00.
